I believe we said we agree on the situation, but we think there\u2019s a smarter way to regulate this.\u201d<\/em><\/p>\n<\/blockquote>\n<p>With so few Atlantic proper whales left, and with their sluggish birthrate, every whale\u2019s demise is critical.
